Consent Management Platform (CMP)
Quantcast Choice is a Consent Management Platform (CMP). A CMP simplifies the collection and management of consent and compliance on your website. For more information on CMPs, the IAB Transparency and Consent Framework (TCF), privacy regulations, and an overview of Quantcast Choice capabilities, see the Choice Overview section of the help center.
A CMP is used to standardize the way that internet users are provided with information regarding the company collecting or processing their personal information, as well as the reasons why the company is processing that data.
Internet users have the ability to consent, refuse or withdraw consent, or object to the processing of their personal data by a company and/or for a specific purpose.
Once the user has indicated their preferences, an encrypted electronic signal, known as the Transparency and Consent string, is passed to the vendor along with any personal data that is allowed by the user. That signal tells the company how they are permitted to use the data.
This string is generated by the CMP. Using a CMP means that the site owner does not need to do anything except setting up the CMP to meet their needs in terms of data processing.
IAB Europe Transparency and Consent Framework
The IAB Europe Transparency and Consent Framework is an industry initiative to help publishers, advertisers and technology vendors to be compliant with transparency, consent and control provisions of the GDPR and ePrivacy Directive.
Quantcast Choice
Quantcast Choice is a fully validated and certified IAB TCF CMP that supports the IAB Transparency and Consent Framework (TCF), which means that any vendors on that list are obligated to abide by the consent passed from you to them. If you also work with vendors not on that list, you will need to add them manually. This will require manual tag management and potentially input from your own legal team.
Because Quantcast Choice is a fully validated and certified IAB TCF CMP, certain elements cannot be altered or edited. This is to maintain compliance with the TCF and to protect site owners from unknowingly putting themselves at risk of non compliance.
Before setting up Quantcast Choice, we recommend that you complete a site audit of the partners you work with and determine which of those are registered with the IAB Global Vendor List (part of the TCF) and which are not. This information will be critical when configuring Quantcast Choice.
The articles in this section will walk you through setting up and deploying Quantcast Choice for the first time and explain the various configuration options.
TCF Roles & Responsibilities
Every operator within the IAB EU Transparency & Consent Framework has a specific role to play in order for the ecosystem to properly function.
Publishers (Website owners)

Publishers are the primary participants in the ecosystem powered by the IAB EU Transparency & Consent Framework (TCF) as they have a direct relationship with users who need to manage their consent preferences. The core responsibility of the publisher is to properly install the CMP, so that the consent preferences of the user can be collected, and the consent signal made available to any vendors who rely on the signal to collect or process user data. Website owners should complete a site audit of the partners they work with to determine which vendors are registered with the IAB TCF and which are not, so that the CMP can be properly configured. |
Vendors operating within the TCF

If you work with vendor(s) who have joined the official TCF global vendor list, you can rely on the structure of the TCF and vendor adherence to the TCF signal. These vendors are required to look for the presence of a CMP, query the TCF consent signal for their own consent setting and wait for positive confirmation before loading the code that powers their functionality on your site. |
Vendors operating outside of the TCF

If you work with vendor(s) who do not participate in the TCF, you will need to list and manage those vendors outside of the TCF vendor settings. This will require manual tag management and potentially legal input from your legal advisors. These vendors do not listen for a TCF consent signal and therefore their tags may need to be blocked until the proper Quantcast Choice signal is determined. |
Privacy Portal Introduction
The Choice Privacy Portal is where you can set up and view the sites where you are using the CMP, the themes that you are using for those sites and the Vendors you use with those sites.
To find the Privacy Portal, login to your Quantcast account and use the navigation bar at the top to click Privacy.
In the Portal, there are three tabs: Properties, Themes and Vendors.
Properties
If this is your first time in the Portal, you will see the default screen until you have set up your first site or app. For a full breakdown of the Properties Tab, see the Privacy Portal documentation.
NOTE: When implementing Quantcast Choice, you need to configure your sites in the Privacy Portal even if you have already added them to Quantcast Measure. Measure profiles are limited to your Top 5 largest properties, while Quantcast Choice is unlimited.
Themes
Themes control the look and feel of the Quantcast Choice CMP and can be applied to one or more sites. The default theme cannot be edited, but you can create custom themes to assign to your sites. The default theme is based on two years worth of user testing with a goal of providing the best usability and consent rates. Vendors
The Vendors tab allows you to select the vendors you work with and want to present to your users for their consent preferences. Vendor management only applies to sites with the Consent Scope set as “Your Site Only” or “A group of your sites only.”

Site Configuration
To enable Choice CMP to work across one or more sites or apps, you first need to configure those sites or apps within the portal. To configure a mobile app, you will need to download the SDK and integrate that into your application. For more details on Mobile App support please refer to the section Mobile SDK.

Universal Tagging
The universal tag is the snippet of HTML/Javascript code that you will place on your website once you’ve configured Quantcast Choice. Once a site is added, you will be able to download your customized Universal Tag directly from the portal. Installation is as easy as adding any other JavaScript tag to your site.

QC Choice Reports
To view the consent statistics, start in the Privacy Portal, on the Properties tab, on the find the property you want to review, click either on the name of the property or the graph symbol.
