Gambling Campaigns in the US

Advertising is supported for Gambling campaigns in the US as follows:

  • Sports betting (only in AZ, AR, DE, IL, IA, MD, MI, MS [not online], MT, NV, NH, NM, NY, NC, OR, RI, TN, DC; permissions vary for online)

  • Fantasy sports betting (only in AL, AK, AR, CA, CO, CT, DE, DC, FL, GA, IL, IN, IA, KS, KY, ME, MD, MA, MI, MN, MS, MO, NE, NH, NJ, NM, NY, NC, ND, OH, OK, OR, PA, RI, SD, SC, TN, TX, UT, VT, VA, WV, WI, WY)

  • Online casinos (only in MI, NV, WV)

  • State lotteries (only in AZ, AR, CA, CO, CT, DE, DC, FL, GA, ID, IL, IN, IA, KS, KY, LA, ME, MD, MA, MI, MN, MS, MO, MT, NE, NH, NJ, NM, NY, NC, ND, OH, OK, OR, PA, RI, SD, SC, TN, TX, VT, VA, WA, WV, WI, WY)

Carefully review this guide as there are important prohibitions and restrictions with which Advertisers must comply to satisfy Quantcast policies, laws, and self-regulatory codes.

During onboarding, Client must provide a copy of the license or authorization to offer gambling from the relevant government licensing authority for each geography targeted and adhere to all applicable gambling and advertising laws.

Creative Considerations

  • Creatives must contain a responsible gambling message, such as: “If you or someone you know has a gambling problem, help is available.”

  • Landing pages must include age self-verification.

Campaign Parameters

  • Campaigns must be targeted to audiences primarily 21+: i.e., 73.6% of the audience reached being 21+, typically achieved using allow lists. For Platform Clients, contact your Quantcast Account Manager to implement allow lists.

  • Permitted targeting types: Campaigns must not target users with gambling addictions, e.g., when targeting based on interest, avoid keywords that would reach gambling addicts.
    Otherwise, all targeting types are permitted, subject to the Restricted Data Types section of Quantcast’s Campaign Policy: in connection with the use of any Quantcast product or service, where prohibited by applicable law, Clients may not collect, use, or provide to Quantcast personal data revealing a restricted attribute or characteristic explicitly, by inference, or otherwise, including in creatives and/or strategies like targeting and/or tagging.

  • Permitted tagging: all tagging types, subject to the Restricted Data Types section of Quantcast’s Campaign Policy: in connection with the use of any Quantcast product or service, where prohibited by applicable law, Clients may not collect, use, or provide to Quantcast personal data revealing a restricted attribute or characteristic explicitly, by inference, or otherwise, including in creatives and/or strategies like targeting and/or tagging.

  • Supply: Curated supply packages for gambling-compliant supply must be targeted for all gambling advertisers. packages can be selected under the section “Deals and Packages”. Global gambling packages are named as follows:

    • Display/Video/Native: Quantcast Curated Package - Global Gambling Compliant - Display/Video/Native

    • CTV: Quantcast Curated Package - Global Gambling Compliant - CTV

  • NAI Prohibitions: Campaigns must not result in violations of the NAI Code of Conduct.
    Dayparting: For CTV, avoid child-friendly programming; some publishers may have display time prohibitions.

Important Prohibitions

Creative Prohibitions

  • Campaigns must not appeal to minors (e.g., with cartoon characters, young actors, served during children’s programming, etc.)

Geographic Prohibitions

The following kinds of campaigns are prohibited in the following geographies:

  • Sports betting ads in AL, AK, CA, CT, FL, GA, HI, ID, KS, KY, LA, ME, MA, MN, MO, NE, ND, OH, OK, SC, SD, TX, UT, VT, WA, WI, WY, or online in MS

  • Fantasy sports betting ads in HI, ID, LA, MT, NV, WA

  • Online casino ads in AL, AK, AZ, AR, CA, CO, CT, DC, FL, GA, HI, ID, IL, IN, IA, KS, KY, LA, MN, MD, MA, MN, MS, MO, MT, NE, NH, NJ, NM, NY, NC, ND, OH, OK, OR, RI, SC, SD, TN, TX, UT, VT, VA, WA, WI, WY

  • State lottery ads in AL, AK, HI, NV, UT

  • Online horse racing ads in AK, AZ, AR, DC, GA, HI, MS, NC, SC, TX, UT

  • Brick-and-mortar casino ads in DC, GA, HI, KY, SC, TN, UT, VT
