You will set your cookie type, location, and more in the Targeting section of the Ad Set Setup page.
Cookie Type: Cookies, Cookieless, or All.
Location: You can define State, metro areas, City, or postal codes that you would like your campaign to target or define geographies that you would like to exclude from targeting. Enter locations to include or upload a file of postal codes (See list of available locations below). To exclude geographies/zip codes, click on Exclude locations.
Note: For Postal Codes in the UK, only the first four digits are used.

Additional Settings in this section include Click Boost, Frequency, and Languages.
Click Boost: Click Boost adds clicks as a secondary goal on the ad set and will balance increased clicks with your campaign goal.
Note: Click Boost can result in higher CPMs as the ad set needs to work towards two goals.
Frequency: Set a frequency cap for this Ad Set.
Note: The Quantcast AI automatically optimizes the frequency of the ad set to best accomplish your objectives.
Note: Frequency Cap at the campaign level allows you to control the frequency that your campaign is seen by end users and differs from the Frequency Cap at the Ad Set level, which controls the frequency with which a specific Ad Set is seen.
Languages: Select languages to target.
